Communication for Development (C4D): Enhancing Livelihoods for Women in Resettlement Areas
A collaborative action research project led by Dr. Sunitha DonBosco and Dr. C. Velayutham from Anna University, Chennai, India, and Dr. Maartje Van Eerd and Dr. Alonso Ayala from IHS, Erasmus University Rotterdam, The Netherlands, aims to improve livelihood outcomes for poor women in resettlement areas through innovative ICT solutions. Funded by the Indian Ministry of Human Resource Development under the SPARC initiative, this two-year project (2019–2021) builds on a prior DAIDA-funded participatory film project.

This project seeks to empower women by developing and implementing an ICT device tailored to their needs. The device will:

Raise awareness of women’s rights

Support business opportunities and client outreach

Facilitate community connections and access to support groups

Provide information on government services and programs near resettlement sites
The project takes a participatory approach, engaging resettled women as co-researchers to ensure the ICT intervention meets their needs. In addition to the device, it includes a training course on resettlement, gender, and communication to build awareness and skills. The team will also produce collaborative research and publications, amplifying women's voices in digital inclusion and urban resettlement.


Through collaboration with resettled women, communities, and key stakeholders —including NGOs, local governments, and the private sector — the project aims to rebalance power dynamics and foster equitable partnerships. By prioritizing inclusivity and shared decision-making, it challenges existing power imbalances and ensures that technology is not just a tool but a catalyst for social change. This approach addresses structural barriers while empowering women with resources, connections, and opportunities to rebuild their lives.
Through data collection across pre-, during, and post-displacement phases, the project identifies critical needs and communication strategies, ensuring sustainable and community-driven solutions. Together, we aim to create lasting impact for women in resettlement areas.
